It refers to Mayawati’s threat to pull out support from UPA government at the centre. Only and best way to check blackmail in multy-party system is to elect Prime Minister by secret and compulsory vote of Lok Sabha members through EVMs on nominations signed by at least one-third members. Such an elected PM may be removed by same process but with compulsion of naming alternate leader in the same motion.

Only non-members having not contested elections for last one year should be appointed Ministers so that MPs may care best for their constituencies and such appointed ministers rather than themselves to lobby for ministerial posts! System will ensure full terms of assemblies and stability of governments apart from many other advantages.

RAJYA SABHA POLLS

It refers to forthcoming Rajya Sabha polls. Electing Rajya Sabha members by open voting will involve greater money-role in these elections because party-bosses will ‘sell’ party-tickets at much higher value because of ensured voting by ordinary MLAs treated as bonded persons. A ban to enter Rajya Sabha for two years for persons defeated in direct elections can prevent Upper House from being a dumping ground for defeated politicians! Nominated members should lose Rajya Sabha membership if they are found to be even indirectly attached to any political party. Nominated members should be selected by consensus of the President, Prime Minister and the Opposition Leader. However constitutional provision of Upper Houses in states should be abolished to eliminate unnecessary burden in some states with Vidhan Parishads.
